The increase in market demand has made the import of waste plastics difficult to reduce

China is the world’s second largest producer of plastic products. However, as the trade of imported waste plastics became more active, some problems in the import process have also become increasingly prominent. According to the relevant regulations of the State, the waste scraps and scraps of a single type of thermoplastic material made into primary shapes shall be classified in the tariff numbers 39.01 to 39.14. Some of the tariff lines need to provide automatic import licenses, and some of the tariff lines shall have the MFN rates. Higher than the tax rate of waste plastics, if there are better times, there is a phenomenon of tax evasion and evasion; imported and used commodities are high-risk trades, and the prices of waste scraps generated by various plastics are quite different, so they are prone to happen. AQSIQ decisively shot - refuse Japan's waste plastic outside the door

The more serious problem in the import trade of waste plastics is that in recent years, some foreign companies have borrowed the opportunity of China's strong demand for waste plastics and transported some of the waste plastic waste that they could not handle to be shipped to China. This is a serious incident in which the Japanese consignor has used export methods for fraudulent means and man-made entrainment for China's port inspection and quarantine and customs inspections. This is the most serious incident in which toxic and hazardous wastes were illegally transferred to China from abroad in recent years. Since similar incidents have occurred many times before, our country has taken stricter punitive measures against Japan. Until the matter is resolved, China’s full suspension of imports of used plastics from Japan will continue.

For a long time, Japan’s attitude toward China’s laws and regulations has been relatively negative. However, according to rough statistics from the relevant Japan Plastics Recycling Industry Association, there are more than 300 Japanese companies exporting used plastics to China, and the annual sales amount is about 30 billion yen. Last year, Japan exported 680,000 tons of waste plastics, which has doubled from three years ago, and about 90% (62.6 million tons) of them have been exported to China. Therefore, the AQSIQ announcement has caused some related waste plastics exporting small and medium-sized enterprises to face bankruptcy in Japan, which has had a great impact on Japanese waste plastics companies.
